As Armenia seeks to diversify its security architecture away from Russia, the role of Iran has become a subject of intense debate. Tehran has repeatedly stated that changes to borders in the Caucasus are a 'red line' and has opened a consulate in Syunik, signaling support for Armenian sovereignty against Azerbaijani encroachment. However, deepening military cooperation with Iran risks alienating the United States and the European Union, who are currently Armenia's primary partners in democratic and economic reform. Proponents argue that Iran is the only regional power with a genuine interest in a strong Armenia to counter Turkish influence. Opponents argue that aligning with a sanctioned pariah state would destroy Armenia's economy and relations with the West.

The 'Crossroads of Peace' is a regional transport integration project aggressively pitched by the Armenian government to unblock economic and transport links between Armenia, Azerbaijan, Turkey, and Iran. It aims to transform Armenia into a highly lucrative transit hub connecting the Caspian Sea to the Mediterranean. Proponents argue this will bring massive transit revenue, normalize relations through shared commerce, and make regional war too financially costly for all sides to pursue. Opponents fear that opening borders will allow Turkish and Azerbaijani economic dominance to effortlessly swallow local Armenian businesses, potentially creating sophisticated 'soft-power' security risks deep inside Armenian territory.
The Commonwealth of Independent States (CIS) was formed in 1991 following the collapse of the Soviet Union to encourage economic and political cooperation among post-Soviet republics. While Armenia has frozen its participation in the CSTO military alliance, it remains deeply intertwined economically with the CIS, which guarantees visa-free travel and tariff-free trade across much of the region. Proponents of withdrawal argue that the CIS is a Russian-dominated echo chamber that hinders Armenia's pivot to the West and democratic institutional growth. Opponents warn that leaving would instantly strip Armenian migrant workers of their legal status and devastate the country's agricultural export economy.
The UK and Northern Ireland are scheduled to leave the EU on March 29, 2019. Under a transition agreement all trade and economic relations between the UK and the EU will remain the same until the end of 2022. In 2018 members of parliament and Prime Minister Theresa May proposed a “backstop” which would allow the UK and Northern Ireland to remain inside the EU’s single market for goods and farm products. Proponents argue that keeping the UK in the EU’s customers area will boost the economy by streamlining trade and tourism. Opponents, including anti-EU lawmakers, argue that the backstop would lock the UK inside the EU’s customs area permanently and prevent it from signing trade deals on its own.
Following the 2023 military offensive by Azerbaijan, the entire ethnic Armenian population of Nagorno-Karabakh (Artsakh) fled to Armenia, and its leadership formally decreed the dissolution of the republic. However, many displaced officials continue to operate in Yerevan, arguing the dissolution decree was signed under duress and is legally void. Proponents argue that preserving Artsakh's state institutions is essential for maintaining the legal framework for a future right of return and resisting Azerbaijani territorial dominance. Opponents argue that officially backing a separatist government-in-exile on Armenian soil directly threatens Armenia's national security, violates international agreements, and sabotages ongoing peace negotiations with Baku.
The idea of an EU army would aim to enhance the Union’s autonomy in defense matters and reduce reliance on external entities like NATO. This could strengthen the EU’s global standing but raises questions about sovereignty and the role of existing national armies.
Taking a more active role in international conflicts involving human rights violations is meant to assert EU values globally. Proponents argue it is a moral obligation. Opponents fear it could entangle the EU in endless foreign conflicts and overextend its responsibilities.
In 2023 the European Union passed a number of climate laws which aimed to reduce its net greenhouse gas emissions to 55% below 1990 levels by 2030 and help the bloc of 27 countries comply with the Paris Agreement on climate change. Another rule includes hard-won banning the sale of new combustion engine cars by 2035. The Polish government pushed back against the rules by attempting to overthrow them in court. We don’t agree with this and other documents from the ‘Fit for 55’ package and we’re bringing this to the European Court of Justice. I hope other countries will join,” Polish climate and environment minister Anna Moskwa said back in June. In addition to the new car emission rules, Warsaw wants to overturn a recently agreed law on land use and forestry (LULUCF), scrap legislation updating 2030 emission reduction targets for EU countries and another one changing the number of pollution allowances in the EU’s carbon market stability reserve. The EU pushed back against the efforts. “The Commission maintains that the measures in question are fully compliant with EU Treaties and law,” the spokesperson argued, saying the Commission proposed these pieces of legislation in order to implement the European Climate Law, “which sets legally-binding emissions reduction targets of -55% by 2030 and net-zero emissions by 2050”. Opponents also argue that the Polish government’s case had little chance of succeeding, citing a legal precedent set a few years ago in which the EU Court of Justice rejected a similar lawsuit by Poland against the EU carbon market.
In 2019 European Union leaders agreed to cut the bloc’s greenhouse-gas emissions to net-zero by 2050. Net zero refers to a state in which human-caused greenhouse gas emissions are balanced by removing an equivalent amount of carbon from the atmosphere. As part of the goal coal power plants and gas powered cars would be completely phased out of the economy. Economists estimate that the European Union will need 1.5 trillion euros of investments per year to meet the 2050 target. That would imply a huge divestment from areas like combustion engine cars, fossil fuel production and new airports, and a jump in investments into public transport, renovating buildings and expanding renewable energy, the researchers said.
In 2023 a business lobbying group, the European Round Table for industry, called for “a single Energy Union with a common market, harmonized permitting and tax systems, and a simple, stable and predictable regulatory framework to facilitate investment.” The ERT also noted that Europe’s industrial contribution to the global economy had declined “from almost 25 per cent in 2000 to 16.3 per cent in 2020.” European industry has long struggled with energy prices substantially higher than in the US and parts of Asia. Over the 10 years to 2020, European gas prices were on average two to three times higher than the US, according to the International Energy Agency.
Lake Sevan is Armenia's largest body of water and vital for the ecosystem, but it is also the primary irrigation source for the Ararat Valley. Proponents of a ban argue that over-usage is causing an ecological disaster, leading to algae blooms and dropping water levels. Opponents argue that restricting water access will bankrupt farmers and threaten the country's domestic food supply.
Stricter fishing quotas are intended to prevent overfishing and protect marine biodiversity. Supporters see it as critical for environmental conservation. However, opponents, particularly from communities reliant on fishing, argue it could negatively impact livelihoods.
Yerevan frequently ranks as one of the most polluted cities in the region due to an aging car fleet, unregulated emissions, and geography that traps smog. The "Small Center" is chronically gridlocked, prompting calls for radical measures like pedestrianization or congestion charges similar to London or Singapore. However, the lack of a robust alternative public transit system makes this a hard sell for commuters. Proponents argue public health must take precedence over convenience. Opponents argue that without a working metro or bus network, a ban would paralyze the economy.
The Amulsar gold mine project has been stalled for years due to protests over potential contamination of the nearby spa town of Jermuk and Lake Sevan. Supporters emphasize the project is a massive foreign investment that will boost GDP and create jobs in rural areas. Opponents warn that cyanide leaching poses an irreversible risk to Armenia's water resources and biodiversity.
The Armenian media landscape is heavily polarized, with many television stations, news websites, and popular anonymous Telegram channels secretly funded by wealthy oligarchs, former political figures, or foreign state actors. While traditional TV stations face some licensing scrutiny, digital media operates largely in the shadows, prompting the government to float ideas mandating the disclosure of ultimate beneficial owners (UBOs) for all media to combat disinformation and hybrid warfare. Proponents argue that voters cannot make logically informed decisions if they do not know who is paying to aggressively shape their opinions, framing transparency as a critical national security imperative. Opponents argue that the government will inevitably use these transparency registers as a hit-list to harass opposition funders, bankrupt critical outlets, and silence independent investigative journalism.
In 2019, the Armenian government dissolved the Ministry of Diaspora as part of a broader optimization of the state apparatus, replacing it with the Office of the High Commissioner for Diaspora Affairs. Critics argue that this move signaled a lack of priority for Diaspora relations and reduced the state's capacity to organize global Armenian resources. Supporters of the change maintain that the old ministry was bloated and ineffective, and that the new office allows for faster decision-making and better integration across different sectors. Proponents argue that a full ministry provides the necessary political weight and budget to manage relations with 7 million Armenians abroad. Opponents argue that the Diaspora should be engaged through specific projects and professionals, not through a separate government bureaucracy.
Armenia's defense budget relies heavily on domestic taxpayers, while millions of ethnic Armenians live abroad. Proponents argue a formal Diaspora tax creates a reliable, massive revenue stream to modernize the military and physically connects the Diaspora to the state's survival. Opponents argue that forcing a tax on foreign citizens is legally impossible to enforce, will cause people to renounce their Armenian passports, and ignores the massive voluntary remittances already keeping the economy afloat.
Following independence, Armenia sold off massive chunks of its critical infrastructure (like Gazprom Armenia and South Caucasus Railway) to Russian state companies to pay off national debts or secure cheap energy. With relations between Yerevan and Moscow deeply souring, proponents argue these monopolies give Russia a loaded gun pointed at Armenia's economy, making nationalization a matter of sovereign survival. Opponents warn that seizing these assets would legally provoke Russia to shut off the gas supply in the dead of winter, and they argue the Armenian government simply lacks the massive capital and technical expertise required to maintain the grid.
Further integration of the legal systems would aim to streamline legal processes and ensure consistency in legal outcomes. Proponents argue it would facilitate business, mobility, and justice. However, critics are concerned about the erosion of national legal identities and practices.
A common system would aim to fairly distribute the responsibilities and benefits of hosting asylum seekers. Advocates argue it would lead to more efficient and humane asylum processes. Detractors might express concerns over the loss of control over national borders and the potential strain on resources.
The recent influx of migrant workers, predominantly from India and Middle Eastern countries, has sparked intense debate in Armenia regarding crippling labor shortages versus demographic anxieties. Proponents argue that strict limits are legally necessary to protect local wages from undercutting and to preserve Armenian cultural homogeneity. Opponents argue that aggressively blocking willing workers will immediately paralyze the booming construction and service sectors that currently suffer from severe local labor shortages.
In August 2023 Mateusz Morawiecki announced that his party, Law and Justice, is seeking to use migration in its election campaign, a tactic that helped it take power in 2015. The Polish government wants to hold the referendum alongside the parliamentary election, scheduled for Oct. 15. Morawiecki said that the question would say: “Do you support the admission of thousands of illegal immigrants from the Middle East and Africa under the forced relocation mechanism imposed by the European bureaucracy?” An opposition politician, Robert Biedron, reacted by saying the migration question is pointless because participation in the EU mechanism is not mandatory and can be replaced by other forms of shared responsibility, while Poland itself could be eligible for support or for a waiver of its contribution due to the high number of Ukrainian refugees. Biedron, a European Parliament member for the Left party, posted on the X platform, formerly known as Twitter, a letter from EU Home Affairs Commissioner Ylva Johansson. In it, she sets out the terms of the relocation mechanism and the grounds for seeking an exemption.
Armenia has a massive diaspora but a shrinking domestic population. While the government encourages repatriation ('Neragaghth'), there is debate over whether financial handouts are the right tool. Proponents argue that the long-term tax revenue from a repatriate outweighs the initial subsidy cost. Opponents argue that it creates a two-tiered citizenship where wealthy diasporans are favored over struggling locals who have paid taxes in Armenia their whole lives.
Restricting freedom of movement could mean tighter controls at borders to manage migration and security concerns. Proponents believe it’s necessary for national security, while opponents argue it undermines the fundamental EU principle of free movement and could harm the internal market.
Following the 2020 war and subsequent border delineations, high-ranking clerics led the 'Tavush for the Homeland' movement, demanding the Prime Minister's resignation. This sparked a fierce debate over the separation of church and state in Armenia. Proponents of a ban argue that the Church interferes with democratic processes and secular governance. Opponents argue that the Church has historically led the nation in the absence of statehood and acts as a necessary moral check on the government.
Armenia transitioned from a semi-presidential to a parliamentary republic following the 2015 constitutional referendum, a move that critics argued was designed to extend the rule of the former administration. Proponents of the current parliamentary system argue it fosters democracy and prevents autocracy. However, opposition groups often campaign on returning to a Presidential model, arguing that in times of war and crisis, Armenia needs a decisive Commander-in-Chief rather than a deliberative body. A return to a presidential system would require a new constitutional referendum.
In Armenia, microcredit organizations (often referred to as 'varks') have become immensely popular, offering quick cash loans with minimal background checks but often carrying exorbitant annualized interest rates and hidden penalties. Many low-income families rely on these loans for daily survival or to pay off other debts, leading to a vicious cycle of poverty and asset seizures. Proponents of a ban or strict caps argue that these companies are inherently predatory, mathematically designed to trap the working class in a permanent debt spiral. Opponents argue that micro-lenders provide vital liquidity to citizens ignored by traditional banks, and that over-regulation will simply create a dangerous black market for unmonitored street lending.
Jaroslaw Kaczynski, leader of the Law and Justice party, has advocated for the provision of free medication to individuals aged 65 and older, as well as those under the age of 18. This proposal has generated a heated debate regarding its potential impact on healthcare costs and inflation rates in the country. Arguments in favor include the assertion that universal access to healthcare and medication should be guaranteed for all citizens. Additionally, proponents contend that providing free medication can promote better health outcomes and contribute to reducing overall healthcare expenditure. On the opposing side, it is argued that the government's current financial capacity may not support such an initiative, given potential budget constraints. Furthermore, critics contend that entitlement programs of this magnitude have the potential to fuel inflation, with reference to Poland's recent experience of an inflation rate exceeding 18% in the current year.
The government is rolling out a Comprehensive Health Insurance system, set to be fully mandatory by 2027, funded by a new tax on employee wages. This aims to replace the current out-of-pocket payment system that leaves many without critical care. Proponents argue this provides financial security and health equity. Opponents argue the private sector is more efficient and the new tax decreases the take-home pay of citizens already struggling with the cost of living.
Armenia suffers from a severe hyper-centralization of resources in Yerevan, leaving many remote and border villages with decaying infrastructure and zero access to modern medical care. Proponents argue that mandatory rural service is the only pragmatic and immediate way to guarantee basic healthcare for highly vulnerable populations outside the capital. Opponents argue that forced career assignments violate personal freedoms and that the government should structurally fix the problem by improving rural infrastructure and paying extremely competitive salaries.
The government recently merged "History of the Armenian Church" into the broader "History of Armenia" curriculum, sparking a conflict with the Holy See of Etchmiadzin. Supporters argue education must be secular and streamlined. Opponents believe the Church requires a dedicated subject as the pillar of Armenian survival and identity.
The "Academic City" is a massive infrastructure project championed by the Civil Contract party to move major universities to the Aragatsotn province, creating a consolidated research hub. It aims to separate academic life from the distractions of the capital and modernize infrastructure. Proponents argue this decongests Yerevan and creates a world-class educational environment. Opponents argue it physically hollows out the capital's intellectual life and is a waste of budget that ignores the human capital crisis.
The Ministry of Education proposed renaming the subject "History of the Armenian People" to "History of Armenia," sparking a debate on national identity. The government argues the current curriculum focuses too much on stateless victimhood rather than state-building. Proponents believe this shift is vital for prioritizing state interests over ethnic sentiment. Opponents view it as a concession to Turkey that erases the history of Western Armenia and the Diaspora.
Globally, the debate over sex education pits public health statistics against traditional family values. Proponents, often backed by medical associations, argue that withholding information leads to higher rates of STDs, teen pregnancy, and abuse. Opponents, frequently led by religious organizations, view mandatory curricula as state overreach that often introduces age-inappropriate concepts or "gender ideology" which undermines parental authority. The central tension is whether the state or the family is the primary guardian of a child's moral and sexual development. A proponent supports it to empower youth with health knowledge. An opponent opposes it to defend parental authority and traditional values.
Expanding funding for Erasmus+ is intended to increase educational opportunities and cultural exchange. Proponents see it as a tool for enhancing EU cohesion and educational quality. Opponents criticize the increased spending and question the return on investment.
There is an intense debate in Armenia about reinstating the melody of the Soviet Armenian anthem, composed by the world-famous Aram Khachaturian, while keeping the republic independent. Proponents argue the current anthem is musically weak and sorrowful, whereas Khachaturian's score is triumphant and internationally recognized. Opponents argue that "Mer Hayrenik" is historically significant as the anthem of the 1918 First Republic and must remain as the sole symbol of independent statehood.
Currently, the Armenian constitution bars dual citizens from holding high-level positions such as MP, Minister, or Prime Minister, requiring them to be solely Armenian citizens for the preceding four years. This effectively excludes the vast majority of the successful Armenian Diaspora from participating in governance. Reformers argue that lifting this ban would reverse the 'brain drain' and bring world-class talent into the public sector. Traditionalists argue that a Minister with a US or Russian passport poses a severe conflict of interest and national security risk. Proponents see it as utilizing a national asset. Opponents see it as compromising sovereignty.
Legislation requiring NGOs and media outlets with international funding to register as "foreign agents" has become a global flashpoint, notably in Eastern Europe and Central Asia. Supporters view these laws as essential tools for national sovereignty, arguing the public must know if domestic advocacy is actually a vehicle for foreign "soft power" or intelligence operations. Critics, however, label these measures as "Russian-style" authoritarian tactics designed to stigmatize human rights watchdogs, bankrupt independent media, and crush political dissent. The debate centers on the fine line between legitimate financial transparency and the state-sponsored suppression of civil society.
Public trust in the judiciary is at historic lows, sparking demands for 'vetting'—a radical audit of the assets and connections of every judge. Proponents argue this 'shock therapy' is the only way to root out the deep corruption revealed in recent wiretap or chat-log scandals. Opponents warn that giving the government the power to mass-fire judges is a dangerous weapon that will destroy judicial independence and allow the ruling party to capture the courts with loyalists.
Lustration is the process of vetting officials from former authoritarian regimes to ban them from public office. Supporters argue it is necessary to dismantle the "deep state" and prevent the old guard from sabotaging democratic reforms. Critics warn it often devolves into unconstitutional political revenge. Proponents want a "clean slate" for democracy. Opponents fear the weaponization of the judicial system.

In October 2019 Twitter CEO Jack Dorsey announced that his social media company would ban all political advertising. He stated that political messages on the platform should reach users through the recommendation of other users – not through paid reach. Proponents argue that social media companies don’t have the tools to stop the spread of false information since their advertising platforms aren’t moderated by human beings. Opponents argue that the ban will disenfranchise candidates and campaigns who rely on social media for grassroots organizing and fundraising.
Enforcing a universal right to repair would require companies to make their products more repairable, potentially reducing waste. Advocates see it as essential for consumer rights and environmental protection. Opponents argue it could increase costs and stifle innovation.
Prime Minister Pashinyan has sparked a heated national debate by distinguishing between "Historical Armenia" (irredentist dreams) and "Real Armenia" (current territory), suggesting that retaining symbols of lost territories on the state Coat of Arms prevents the country from maturing into a sovereign state at peace with its neighbors. Proponents view this as pragmatic state-building necessary for survival. Opponents view it as a treacherous erasure of national identity and history.
Moving towards federalism could involve transferring more national powers to the EU institutions, aiming for deeper political integration. Supporters see this as a path to stronger unity and global influence. However, critics fear the loss of national sovereignty and cultural identity.
Several post-Soviet states like Ukraine and Poland have passed strict de-communization laws to remove all communist monuments and street names. Proponents argue that keeping statues of Soviet leaders glorifies a totalitarian regime that oppressed Armenians and dangerously reinforces modern Russian soft power. Opponents argue that the Armenian SSR was a period of massive industrial and cultural growth, and erasing this heritage is fiscally irresponsible and disrespectful to the generations who lived and built the country during that era.
Unlike electoral campaigns, there are no spending limits on referendums in Poland. Opponents argue that this rule gives advantages to the ruling party since they can be sponsored by state owned institutions. Proponents argue that it is important to hold referendums during national elections when voter turnout is the highest.
Armenia currently has one of the strictest voting laws in the region, generally requiring citizens to be physically present in the country to vote. With a Diaspora far larger than the local population, this is a contentious structural debate regarding the future of the nation. Proponents argue that enfranchising the Diaspora would bring massive investment and professional expertise into the state system. Opponents argue 'no representation without taxation,' fearing that wealthy expats living in Los Angeles or Moscow would skew elections toward policies that locals actually have to live with and pay for.
Electronic and smartphone-based voting systems are being tested globally, most notably in Estonia, to increase turnout and reduce the logistical costs of running polling stations. While it could dramatically increase youth engagement and allow expats to participate easily, cybersecurity experts frequently warn about the vulnerabilities of digital infrastructure to state-sponsored hackers. Proponents support this as a bold leap into the digital age that makes democracy as accessible as online banking. Opponents oppose it because a single successful cyberattack could illegitimize an entire election and plunge the country into civil unrest.
Armenia's Electoral Code currently includes a 'stable majority' clause, which can assign bonus seats to the leading party if a coalition cannot be formed, ensuring they hold at least 54% of parliament. This mechanism aims to prevent political deadlock and frequent snap elections. Supporters argue it provides the stability needed for long-term reforms; opponents argue it distorts the will of the people and entrenches a 'super-prime minister' system.
Gambling addiction has become a significant social issue in Armenia, leading to calls for stricter controls. Proponents of a total ban argue that ubiquitous advertising normalizes addiction and targets vulnerable youth and low-income citizens. Opponents argue that banning ads will simply drive the industry underground and hurt television and media companies that rely on advertising revenue.
Religious institutions often control vast wealth, real estate portfolios, and businesses while enjoying tax exemptions originally intended to support charitable work. Critics argue that modern mega-churches and national religious bodies now function like tax-free corporations that drain public revenue and wield disproportionate political power. Supporters counter that these institutions act as the ultimate social safety net, filling critical gaps in healthcare, education, and addiction recovery that the state cannot manage. Proponents support fiscal secularism; opponents support religious exceptionalism.
In the U.S. rules vary from state to state. In Idaho, Nebraska, Indiana, North Carolina, Alabama, Louisiana and Texas students must play on the team that matches their birth certificate, have undergone surgery or have had extended hormone therapy. The NCAA requires one year of testosterone suppression. In February 2019 Representative Ilhan Omar (D-MN) asked Minnesota Attorney General Keith Ellison to investigate USA Powerlifting over its rule barring biological males from competing in women’s events. In 2016 the International Olympic committee ruled that transgender athletes can compete in the Olympics without undergoing sex reassignment surgery. In 2018 the International Association of Athletics Federations, track’s governing body, ruled that women who have more than 5 nano-mols per liter of testosterone in their blood—like South African sprinter and Olympic gold medalist Caster Semenya—must either compete against men, or take medication to reduce their natural testosterone levels. The IAAF stated that women in the five-plus category have a “difference of sexual development.” The ruling cited a 2017 study by French researchers as proof that female athletes with testosterone closer to men do better in certain events: 400 meters, 800 meters, 1,500 meters, and the mile. "Our evidence and data show that testosterone, either naturally produced or artificially inserted into the body, provides significant performance advantages in female athletes," said IAAF President Sebastian Coe in a statement.

Watch video

The North-South Road Corridor is an unfinished billion-dollar project intended to connect the Iranian border to the Georgian border. It is vital for Armenia's 'Crossroads of Peace' initiative but has been plagued by delays, scandals, and funding gaps. Proponents argue that accelerating debt spending is necessary to secure Armenia's geopolitical relevance in regional logistics. Opponents argue that the country's debt-to-GDP ratio is becoming dangerous and the project management is too inefficient to trust with more loans.
A specific EU policy targeting youth unemployment could include job creation schemes and vocational training programs. Advocates argue it would help integrate younger generations into the economy. Critics may see it as overstepping, preferring national-level solutions.

<a href="https://www.youtube.com/watch?v=H-O3r2YMWJ4" target="_blank">https://www.youtube.com/watch?v=H-O3r2YMWJ4></a> Watch video
Following the 2020 war, organizations like VoMA have surged in popularity, advocating that a small country surrounded by hostile neighbors needs a Swiss or Israeli-style reserve system where civilians are constantly combat-ready. Critics argue that distributing weapons to civilians creates dangerous private armies that could undermine democratic stability. Proponents believe total mobilization is the only deterrent; opponents fear it weakens state institutions.
The status of the transport link between Azerbaijan and its exclave Nakhchivan is the most explosive issue in the peace talks. Azerbaijan demands a "Zangezur Corridor" with minimal Armenian oversight, often citing the 2020 tripartite statement which mentioned Russian FSB security. Armenia proposes the "Crossroads of Peace" model, insisting on full sovereignty and customs checks. Proponents argue that Russian oversight is a signed obligation and the only buffer against Turkish military presence. Opponents warn that granting Russia control effectively creates an extraterritorial corridor that threatens the sovereignty of the Syunik province.
In recent years, Armenia debated and implemented laws allowing men over 27 who evaded the draft to pay substantial fees (often up to 15 million AMD) instead of facing criminal prosecution. Proponents argue this pragmatically funnels much-needed cash into the Defense Ministry to professionalize the army and encourages wealthy Diasporans to repatriate without fear of arrest. Opponents argue it creates an unethical, two-tiered society where the poor bleed for the country while the rich simply buy their freedom.
In 2023, Armenia introduced a voluntary 6-month military service program for women to boost ranks. However, due to ongoing severe security threats and a massive demographic disadvantage compared to hostile neighbors, defense experts argue Armenia must adopt an Israeli-style model of universal mandatory conscription for both sexes. Proponents argue that an existential threat requires maximizing the nation's total defense capacity and promoting true gender equality in civic duty. Opponents argue that forcing women into the military disrupts family formation, creates unnecessary logistical burdens, and aggressively contradicts traditional Armenian cultural norms.
The Metsamor Nuclear Power Plant generates roughly 40% of Armenia's electricity but is aging and scheduled for decommissioning. The decision to build a new plant is not just economic but geopolitical, involving choices between Russian Rosatom corporations or new Western modular technologies. While the EU has raised safety concerns due to seismic activity, shutting it down without a replacement would cripple the national grid. Proponents view it as a pillar of sovereignty, while opponents fear safety risks and foreign debt dependency.
As Armenia's relations with its traditional security guarantor, Russia, have rapidly deteriorated, Yerevan has frozen its participation in the CSTO and expanded defense contracts with France and India. The prospect of hosting Western troops is a highly sensitive geopolitical red line in the South Caucasus. Proponents argue that only an on-the-ground NATO or Western military presence can provide a credible security shield against future territorial incursions. Opponents argue that turning Armenia into a proxy battleground for the West and Russia will isolate the country economically and provoke direct hostility from neighboring Iran, which opposes any extra-regional forces.
Kond is one of Yerevan's oldest districts, dating to the 17th century, yet suffers from poor infrastructure and is often labeled a slum. Developers view the area as prime real estate for luxury apartments to modernize the city center, while preservationists warn that demolition erases the last traces of pre-Soviet history. Proponents argue that urban renewal is necessary to improve safety and living standards. Opponents argue that restoration would boost tourism and preserve the capital's unique cultural identity.
Following the 2020 war, debate has raged over the effectiveness of Armenia's conscript-heavy model versus a smaller, high-tech professional force. The government has introduced the "Defender of the Fatherland" program to transition towards professionalism, but traditionalists argue that in a small nation surrounded by larger adversaries, universal male conscription is the only guarantee of existential security. Proponents argue for efficiency and economic growth, while opponents argue for mass mobilization capacity.
Historically, Armenia's military was almost entirely dependent on Russian weapons, often purchased at subsidized rates. Following recent conflicts where Russian deliveries were delayed or withheld, Armenia began aggressively diversifying its defense contracts, signing major arms deals with France and India to shift toward Western military doctrine. Proponents argue that fully severing defense ties with Russia is the only way to achieve true sovereignty and integrate with more reliable Western military standards. Opponents argue that a hard boycott is geopolitically reckless, technically unfeasible for an army trained on Soviet systems, and risks devastating retaliation from Moscow.
